A mountain national park above Senj, reached from the coast by a narrow gravel road up to Zavižan, home to Croatia’s highest weather station and the Velebit botanical garden. The park’s rules of conduct state in capitals that dogs must be kept on a leash: the wilderness of northern Velebit holds large predators, vipers and unpredictable terrain, along with hares and other animals that will lure a dog off the path. Making noise is also prohibited, and you carry your rubbish out, as there are no bins along the trails.
